Judge Catherine Blake of the US District Court for the District of Maryland ruled in Baltimore City’s favor in its Teen Pregnancy Prevention suit against the U.S. Department of Health and Human Services (HHS). Judge Blake granted the City’s motion for summary judgment, ruling that HHS’s decision-making was arbitrary and capricious.

Investigators say just before 6:00 p.m. Wednesday, Baltimore County Police received a call for a check on a person located in the 10600-block of Davis Avenue, 21163.

 The victimized pregnant school teacher at Villa Cresta Elementary School suffered minor injuries when one of the four female juvenile carjackers approached her, asking her a question meant to distract her, then knocked the cell phone out of her hand and began punching her.

Detectives from the Baltimore County police carjacking unit have made two arrests in connection with the Friday carjacking of a pregnant teacher at Villa Cresta Elementary School.  Investigators say 16-year old Tyana Holmes has been charged as an adult with carjacking, robbery, and unlawful taking of a motor vehicle.

On Twitter, around 9:30 a.m., MTA Maryland said that   service “is suspended due to an Amtrak train striking a trespasser.” The incident occurred near Bowie State University.
