Maryland Attorney General Brian Frosh is issuing new guidelines aimed at stopping discriminatory profiling by police in the state. Frosh issued a memorandum yesterday calling on all law enforcement agencies in Maryland to ban profiling during routine police work based not only on race, but also ethnicity, national origin, gender, gender identity, sexual orientation and disability.  

Last December, the Justice Department created similar guidelines designed to stop racial profiling by federal law enforcement, but Frosh says Maryland becomes the first state to adopt the standards at the local level. 

Frosh took office in January. In his memorandum, titled "Ending Discriminatory Profiling in Maryland," he addresses the often fraught relationship between the police and the communities they serve.

"Unfortunately, many today do not appreciate the brave and important work of police," Frosh writes. "Frustration and misgivings have weakened the unspoken trust that once existed between law enforcement and the communities they serve. Correcting this will not happen overnight, but the end of discriminatory profiling — a practice that has long molded the views of groups who have been singled out — is essential to restoring that trust."

Police Investigate Teenage Stabbings In Southwest Baltimore 

City Police are investigating after several teenagers were stabbed in Southwest Baltimore.  Officers in Morrell Park responded to a large fight in the 24-hundred block of Washington Boulevard around 6 pm on Tuesday. They found four victims between the ages of 14 and 16.  One of the victims was critically injured and taken to Shock Trauma. Several people have been taken into custody and the investigation is ongoing. 

Neighbors in the community told WBAL News that racial tensions played a role in the conflict. “This is a predominantly white neighborhood,” Richard Hammond, a white community member, told WBAL. “Its definitely a racial and territorial related incident.

WBAL also interviewed Regina Washington, the aunt of one of the teenagers who was stabbed. She agreed that the conflict was racially charged. “Because we black, that's all that is. Yeah its racial. Because they think they own this block. I know they been living here for a long time, but lord, we still moved here. ” 

Hogan:  Last Man Transferred From Detention Center 

The Maryland Department of Public Safety and Correctional Services has completed the final transfer of inmates and detainees from the Baltimore City Detention Center. The Baltimore City Detention center officially closed at 5 pm on Tuesday. Hogan announced last month the state would close the infamous detention center and transfer its eleven-hundred detainees to other Baltimore facilities. 

All inmates and detainees located in the facility are being moved to other detention centers in Baltimore to allow them to remain in the proximity of area courts.

In a press release from the governor’s office yesterday, Hogan said, “The final closure of this detention center removes a stain on the reputation of our state and Maryland’s correctional system. For years, corruption, criminal activity, and deplorable conditions have plagued this facility, but that ends today.”

The Baltimore City Men’s Detention center is made up of about a dozen buildings and dates back to the 1850s. The facility’s age far pre-dates modern penal facility standards. Blind corners, dark corridors, and other hazardous conditions make it extremely dangerous.

Detectives Bring Down Suspected Heroin Dealers In Maryland Capital 

Two dozen suspected heroin dealers are under indictment following a six-month investigation in Annapolis. Police say the "Annapolis Heroin Initiative" involved officers making dozens of drug buys in different areas in Maryland's capital city.  Six guns were also seized from the Woodside Gardens community. 

Royals Hold Off Orioles 

The Royals held off the Orioles 3-2 at Kauffman Stadium.  Miguel Gonzalez fell to 9-and-10 giving up three runs in four-and-a-third innings.  Jonathan Schoop and Caleb Joseph each plated a run as Baltimore dropped its sixth straight.
